Error code : 109139 on Wii U’s vwii

When I try launching any of the Wiilink channels on my vwii it keeps giving me the 109139 error code is there any way I can fix it thank you

This error code means that your Wiiconnect24 settings are disabled.

Are you sure that you have Priiloader installed and WC24 on boot on?

I do have priiloder installed but how do I get the wc24 boot on?
