Are you trying to install the Photo Channel 1.1 WAD on vWii? If so, use System Channel Restorer instead.
The photo channel which u are downloading is the Wii Shop version, which is a stub. Actually, 1.1 is the stub version AND normal version of photo channel. So u have to either install both, or use System Channel Restorer and then install the WiiLink Wads from News Channel and Forecast Channel.
