First make sure you are using the Wiilink DNS. Once you are go to wiiconnect24 button and say I want to use these services then agree to the User agreement. Then you should be able to play now!
Use this DNS: 167.235.229.36.
For your secondary use: 1.1.1.1. (Cloudfares) but sometimes and it happens to me my router or something blocks it so in that case you can use this: 8.8.8.8 (googles).
But if 1.1.1.1 is usually the fastest
